The city of Stardust Crossing (pop. 310,000) located in [Redacted] as photographed by a reconnaissance drone.  The entire city, including all registered city limits, suburbs, and all bordering mountains and water up to a 5 mile exclusion zone from the city's edge, are designated Site 117-A.

Site 117-A is home to a multi-layered anomalous effect that affects all residents of the city.  Onset time for new arrivals to become affected is unknown.  (Agent SC-009 is currently investigating the effects on site, file to be updated with appropriate warnings pending her investigation.)

The primary nature of this anomaly is two-fold.  The appearance of extraordinary individuals, phenomenons, or locations without apparent cause, and the immediate acceptance among inhabitants of the exclusion zone that all such effects are “perfectly normal”.  (See Category: 117-A for a full list of recorded incidents. Primary investigation targets follow below.)

The aerial phenomenon known as the Shimmer.  Effect is observed as an aurora of unusual brightness and clarity, unheard of for this latitude.  It is most commonly observed in the summer, but has been known to appear year round.  After the recovery of Subject Zero post “Contact” incident, sightings of the Shimmer have notably decreased in frequency.

A local establishment known as the “College of the Magical Arts”.  Federal accreditation records list no such school (They do list a College of the Culinary Arts, but no such establishment exists in Stardust Crossing as of present observation).  Enrollment consists entirely of young girls (Including Subject 001) of appropriate college age who all self-identity as witches.

The occult club room at Stardust Crossing Community College. The ghost figure is a mannequin.  The club president (Subject 002) offers consultation services and home rental advice to local anomalous residents as part of club activities.

A local flower shop listed as “Heart of the Woods”.  The owner (Subject 003) is not to be approached without explicit authorization from the Site 117-A Director.  Several unknown varieties of plants are on sale here and city residents are observed on occasion venturing into the forest behind the shop from which they rarely return.

Stardust Raceway.  No such record of this race track exists outside of Stardust Crossing and active observation within the site first recorded its presence three years ago.  Within the city, various paraphernalia can be found dating activity at the racetrack back at least fifty years including racers from “around the world” who also appear fictional.  Subject 006 is currently the track favorite and has never placed below third since debut.

A back alley near the city center.  Photo lifted from local police precinct database. The facedown figure was found deceased with a listed cause of death as exsanguination.  The victim was wanted locally for a string of violent robberies.  Crime remains unsolved on local books, but given the cause of death the culprit is most likely Subject 004.

A tent at the local park grounds.  A sign outside reads “Vega’s Fortune Predictions!”.  The owner (Subject 005) charges a modest fee for fortune telling services.  Agent SC-009 has recorded a roughly 73% accuracy rating in various test interactions.

The Cathedral of St. Lucia.  By all accounts, this cathedral operates as a standard Orthodox Church (albeit with a somewhat non-standard dress code).  Subject 007 attends the church regularly to offer “guidance” and “blessings”, despite her services being non-standard for the denomination.  The Cathedral itself seems far too large and far too antiquated to have been built locally, though municipal records list it as predating the modern city that surrounds it

The store is operated by Subject 008, who expresses an understanding of highly advanced technology and possesses several examples of autonomous robotic entities on site.  Recovered robots show a remarkably consistent, yet frustratingly inscrutable design preventing successful reverse engineering.

Unnamed graveyard located near the foot of the tallest local mountain.  Unremarkable, save for the statue which possesses a striking resemblance to Subject 010.  Subject 010 has proven remarkably difficult to track due to her size changing abilities, but those very abilities mark her as a target of intrest.
