It was the power-nullifier, only she didn't know it yet.

When she woke up, as she regained consciousness, she noticed that she had difficulty moving her hands and feet and speaking, because she was tightly bound with anti-reiatsu ropes imbued with the power of the power-nullifier and also had a ring gag. Every movement to free herself was useless.

Suddenly, the man appeared in front of her starting his mission, saying only, “Let's see how strong you are and how much you can resist.”

Yoruichi thought she had finished her “training,” and she wasn't wrong, except that the Power Nullifier had one last thing to do. She took the rest of the anti-reiatsu rope and tied it tighter and tighter to a tree so that she couldn't move even the slightest bit. He picked up the ring gag again and, after saying goodbye with a smile, left as quickly as possible to prevent her from catching up with him, knowing full well that those ropes would not hold for long without him nearby.
